Joe Kennedy III, 32, is returning the Kennedy dynasty to Washington after winning the District 4′s open cnogressional seat, vacated by retiring Rep. Barney Frank. Kennedy is an assistant prosecutor, former Peace Corps volunteer and grandson of former Sen. Robert Kennedy .Kennedy beat Republican Sean Bielat 61 percent to 36 percent with 80 percent of precincts counted.
