Massachusetts authorities have issued a state of emergency in anticipation of high force winds, flooding and heavy rain from Hurricane Sandy. Federal experts warn that storm surge flooding threatens southern coasts from the Carolinas to Connecticut and Rhode Island, and advise residents to be wary of local alerts rather than looking to past storms.
